 Illness Hurt Interview

Q. Due to poor memory caused by a stroke, my wife failed her naturalization interview. Please help us?

A. Your wife may qualify for a waiver of the English and civic knowledge requirements. The INS can waive the requirements for applicants who cannot pass the exam because of a physical or development disability, or mental impairment. To get the waiver, your wife needs certification her condition from a license medical doctor or psychologist "experienced in diagnosing" these disabilities. The doctor or psychologist must complete and sign INS form N-648, Medical Certification for Disability Exceptions. The form asks for a detailed description of the applicant's medical condition. The INS will reject general statements and, if the examiner doubts the diagnosis, the INS can refer the applicant to another authorized medical source for a supplemental disability determination. Though the INS asks that applicants file the form when they first file their Form N-400, your wife should bring the completed form to her next interview. Maybe the INS will accept the form then.
