If you cannot provide legible fingerprints, ask about INS fingerprint waiver procedures. Under a policy announced Nov. 15, 1999, if the INS determines that an applicant "cannot be fingerprinted at all or cannot provide a single legible fingerprint," the fingerprinting officer can waive the fingerprint requirement.
